CUP Beijing CSC Scholarship 2027 — Fully Funded in China
If you studied petroleum, chemical or geological engineering, few scholarships fit you as well as this one. China University of Petroleum (Beijing), known as CUP or CUPB, is China’s leading energy university, and it offers the Chinese Government Scholarship (CSC) for master’s and PhD study. The scholarship covers full tuition, a free dormitory, medical insurance and a monthly stipend of RMB 3,000 (master’s) or RMB 3,500 (PhD). Pakistani students have three routes: the Silk Road Program (Pakistan is a Belt and Road country), the High-Level Postgraduate Program, and the bilateral Type A route through HEC Pakistan. English-taught programmes accept IELTS 6.5, TOEFL 80 or an English-medium instruction letter. This guide compares the three routes, lists all 13 documents with notes for Pakistan, and gives a timeline so you’re ready when the 2027 call opens.

About CUP Beijing and the CSC Scholarship
China University of Petroleum (Beijing) is a national key university under China’s Ministry of Education, specialising in petroleum and natural gas engineering, geology, chemical engineering, energy and management science. Its graduates go on to work for major energy companies in China and around the world, and it has strong links with industry.
The China Scholarship Council (CSC) runs the Chinese Government Scholarship and handles the admission and administration of scholars. CUP takes part in two ways:
- Type A (Bilateral Program): you apply through your home country’s dispatching authority. In Pakistan, that is usually HEC. You choose CUP as your preferred university.
- Type B (University Programs): you apply directly to CUP using agency number 11414, under either the Silk Road Program or the High-Level Postgraduate Program. CUP also lists a Shanghai Cooperation Organization (SCO) University Program, but gives no details (verify on official website).
How it compares: the stipend is the same national CSC rate you’d get at Tsinghua or Zhejiang, but CUP’s applicant pool is much more specialised. For a petroleum or chemical engineer, competing at CUP in your own field is often a better bet than competing at a famous general university against applicants from every discipline. Compared with our Zhengzhou President Scholarship guide, CSC pays a similar PhD stipend but adds a free dormitory and is backed by the national government.
🛣️ The Three Routes Compared
| Route | Who / Fields | Expected Deadline | Apply Via |
|---|---|---|---|
| Type A: Bilateral | All majors; nominated by your home government (HEC in Pakistan) | About January–March (HEC sets the date) | HEC + CSC portal (Type A, choose CUP first) + CUP portal |
| Type B: High-Level Postgraduate | All CUP postgraduate programmes; recommended: geology, petroleum and gas engineering, management science, chemical engineering | About 1 March | CUP portal + CSC portal (agency 11414) |
| Type B: Silk Road | Belt and Road countries (incl. Pakistan). Postgraduate: petroleum and natural gas engineering, chemical engineering and technology | About 30 May (postgraduate); 15 May (undergraduate) | CUP portal + CSC portal (agency 11414) |
Important rule (Silk Road): CUP says eligible countries and majors are controlled by its application system. If the scholarship doesn’t appear as an option for you, you’re not eligible. Check the dropdown when the 2027 portal opens.
💰 Scholarship Benefits
- ✅ Full tuition waiver
- ✅ Free on-campus dormitory, or an off-campus allowance of RMB 700 a month (master’s) or RMB 1,000 a month (PhD)
- ✅ Monthly living allowance: RMB 2,500 (bachelor’s), RMB 3,000 (master’s), RMB 3,500 (PhD)
- ✅ Comprehensive medical insurance (RMB 800 per person per year)

In PKR: RMB 3,000 is roughly PKR 1.1–1.2 lakh a month and RMB 3,500 roughly PKR 1.3–1.4 lakh (check the current rate). With free housing, that comfortably covers food, transport and basic costs in Changping, a suburb of Beijing. Flights to China are usually not covered (verify on official website).
📋 Eligibility
- Not a Chinese citizen, and in good health
- Master’s: a bachelor’s degree, excellent academic record, under 35
- PhD: a master’s degree, excellent academic record, under 40
- English-taught programmes: IELTS 6.5 or TOEFL 80, or an official letter from your previous university confirming you studied at least 2 years in English
- Chinese-taught programmes: HSK 4 minimum; HSK 5 (180) for direct entry
- Silk Road only: a citizen of a Belt and Road country, and your country and major must appear in CUP’s system
- Type A only: nomination by your home dispatching authority (HEC in Pakistan)
🇵🇰 Pakistani students: eligible through all three routes. Most Pakistani universities teach in English, so an English-medium instruction letter from your university’s registrar can replace IELTS. Ask for it on letterhead, signed and stamped. The best-fit profiles are petroleum, chemical and geological engineering grads from UET Lahore, NED Karachi, MUET Jamshoro, UET Peshawar, Dawood UET, BUITEMS, and geology departments such as Punjab, Peshawar and Karachi University.
✅ Apply if you…
- Have a degree in petroleum, chemical, geological or mining engineering, geology or management science
- Are under 35 (master’s) or under 40 (PhD)
- Have a strong CGPA (about 3.0+ is competitive; higher is better)
- Can get a CUP supervisor’s pre-admission or acceptance letter
- Want an energy-sector career in Pakistan (OGDCL, PPL, MOL, PARCO), the Gulf or China
❌ Skip it if you…
- Are over the age limits
- Want medicine, the arts or another field CUP doesn’t offer
- Can’t get a criminal record certificate or medical form in time
- Can’t follow the dual-portal process (CUP + CSC)
- Need flights or extra family allowances covered
📄 Required Documents (High-Level Postgraduate Program)
- CSC application form (Chinese or English), generated from the CSC portal
- Passport information page. It must stay valid well beyond your arrival date
- Notarised highest degree. Current students: proof of enrolment
- Transcripts from undergraduate level onwards, sealed by your university
- Language certificate: IELTS, TOEFL or an English-medium letter (or HSK for Chinese-taught programmes)
- CUP pre-admission letter. For a PhD, a supervisor’s acceptance letter
- Study plan of 1,000+ words covering your background, research field and future plans. PhD applicants need it signed by the supervisor
- Two recommendation letters from professors or associate professors
- Foreigner Physical Examination Form in English, signed and stamped by a doctor, with a sealed photo. Valid for 6 months
- Criminal record certificate, usually issued within the last 6 months
- A residence permit page, if you’re already in China
- Guardian documents, if you’re under 18
- Optional: supervisor recommendation form, awards, publications
Pakistan notes: get degrees and transcripts HEC-attested and then notarised (some applicants also get MOFA attestation, so check). Get a police character certificate from your district police or the provincial Khidmat Markaz. Have the Foreigner Physical Examination Form completed at a recognised hospital, with every test filled in. Incomplete forms are a common reason for rejection.
🪜 Step-by-Step: How to Apply
Type B (High-Level or Silk Road), the direct route:
- October–December: find a supervisor. Browse CUP’s programme lists and email 3–5 professors in your field with your CV and a one-page research idea.
- Collect your documents now: HEC attestation, notarisation, the English-medium letter, police certificate, medical form, and 2 recommendation letters.
- Register on the CUP portal when the 2027 call opens, select the scholarship type, and upload your documents. You’ll get a pre-admission notice if you meet the standards.
- Apply on the CSC portal, choosing Type B and agency number 11414. Upload the same documents plus the CUP pre-admission letter.
- Submit both before the deadline (expected about 1 March for High-Level, about 30 May for Silk Road).
- Wait for results, usually by June–July, then apply for your X1 study visa with the JW202 form and admission letter.
Type A (through HEC): watch for HEC’s Chinese Government Scholarship announcement (usually around January–February; verify on official website). Apply through HEC, get the Type A agency number from HEC, apply on the CSC portal with CUP as your first choice, apply on the CUP portal for a pre-admission notice, and send your documents to HEC before its deadline.

🌍 Why Apply
Pakistan’s energy sector, from upstream exploration with OGDCL and PPL to refineries and CPEC energy projects, needs engineers with advanced training and Chinese industry connections. A CUP master’s or PhD gives you specialised expertise, Mandarin exposure and a network across Chinese energy companies, all fully funded. Beijing also offers far more internship and conference opportunities than smaller provincial cities.
