Fulbright Visiting Research Scholar 2027 — Singapore
The U.S. Embassy in Singapore has opened the Fulbright Visiting Research Scholar Award 2027–2028. It funds 3–4 months of research in the United States, covering round-trip airfare, living expenses and a research allowance, for university faculty, think-tank researchers, postdocs and experienced professionals. Applications close on 30 November 2026.
This award is only for Singaporean citizens and permanent residents. That includes Pakistani and South Asian academics who hold Singapore PR, for example faculty and researchers at NUS, NTU or Singapore’s research institutes. If you live in Pakistan, the equivalent route is the Fulbright programme run by USEFP, covered later in this guide.

🎓 About the Fulbright Visiting Research Scholar Award 2027
The Fulbright Program, founded in 1946, is the US government’s flagship international exchange, run in partnership with more than 160 countries. The Visiting Scholar strand brings established researchers and professionals to the US to work with American academics and experts, and to build long-term links between the US and their home country.
The Singapore award is a short research visit of 3–4 months, taken at any point between 1 September 2027 and 31 May 2028. It isn’t a degree programme, and it suits faculty on sabbatical, think-tank analysts working on a policy paper, or postdocs who want access to a specific US lab or archive.
How it compares: unlike open-call visiting programmes such as the Harvard Global Health Visiting Scholar Program, Fulbright is nationality-based. Each country has its own call, rules and priorities. In Singapore, the 2027–28 call strongly favours security, energy, technology and supply-chain research, so topic choice matters more than in many other Fulbright countries.
💰 Benefits and Funding
- ✈️ Round-trip international airfare on an American carrier
- 🏠 Settling-in allowance for arrival costs
- 💵 Living expenses for the 3–4 month grant period
- 📚 Resource allowance for research materials
- 🌐 The Fulbright network: lifelong alumni status in one of the world’s most recognised exchange programmes
Amounts: the embassy page doesn’t publish figures for the living or resource allowances. Fulbright usually sets living allowances by the cost of living in the US host city (verify on official website). Health coverage arrangements for Fulbright visitors should be confirmed with the embassy.
The biggest benefit is often the affiliation itself: a formal place at a US university or think tank, with access to its libraries, labs and expert networks, which is hard to arrange privately.
✅ Eligibility Criteria
Basic requirement: you must be a Singaporean citizen or permanent resident.
Preferred applicants:
- Full-time faculty (lecturers, assistant, associate and full professors) at Singaporean universities or other institutes of higher learning
- Experienced professionals with a strong research record in government, think tanks, non-profits or international organisations, even without a master’s or doctoral degree
Also eligible: postdoctoral researchers and research fellows with significant professional or research experience.
Other conditions:
- Applicants who have spent more than six continuous months in the US within the last five years may be considered, but preference goes to those without that experience
- Selected applicants must submit a Medical History & Examination Report before the grant is finalised
English test: none is listed. Applicants are expected to work in English with US hosts.
Pakistani students and researchers: eligible only if they hold Singapore citizenship or PR. Researchers in Pakistan should use the USEFP route described below.
✅ Strong Candidates
- Singapore-based faculty planning a sabbatical or research visit to a US university
- Think-tank and government researchers working on security, energy, AI, quantum or supply chains
- Pakistani and South Asian academics with Singapore PR who already have US collaborators
- Applicants who can secure a US invitation letter before the deadline
❌ Not the Right Fit If
- You aren’t a Singapore citizen or PR. Apply through your own country’s Fulbright commission
- You want a funded master’s or PhD. This is a non-degree award
- Your research has no link to the priority themes or to US–Singapore cooperation
- You recently spent more than 6 continuous months in the US (this lowers your priority)
On competitiveness for South Asian researchers in Singapore: you compete with Singapore’s own academics and policy professionals. A strong application shows a specific US host, a project that clearly fits one of the five priority themes, and a clear benefit to Singapore afterwards. Fulbright selection committees look for “mutual understanding” outcomes, not only academic merit.
📚 Priority Research Themes for 2027–28
The embassy will give priority to research addressing these five themes:
- National and international security: critical infrastructure protection, maritime and space security, cybersecurity, countering trafficking and terrorist networks, and risks from AI, biotech and other dual-use technologies
- Energy security and civil nuclear energy: advanced nuclear technology including small modular reactors (SMRs), nuclear safety and regulation, resilient energy infrastructure, and LNG supply-chain resilience
- Critical and emerging technologies: AI governance and safe deployment, quantum computing and post-quantum cryptography, biotech research integrity, trusted digital infrastructure, and interoperable tech standards
- Supply chain resilience: export controls and coercive economic measures, diversifying critical minerals, protecting intellectual property, and agri-food technology
- Law enforcement cooperation: joint investigations, financial crime, and countering narcotics and illegal migration
Projects outside these themes aren’t explicitly excluded, but they start at a disadvantage. If your work touches one of these areas, say so clearly in the first paragraph of your project statement.
📄 Required Documents
- Online application form through IIE
- Project statement (3–5 pages maximum)
- Bibliography
- Curriculum vitae (up to 6 pages)
- Letter of invitation from a US host institution. This is strongly preferred but not required at the application stage
- Two letters of recommendation
- Passport scan
Note for South Asian applicants in Singapore: upload proof of your Singapore PR or citizenship together with your passport scan, so your eligibility is clear straight away (verify the exact document format in the IIE form).
🧭 Step-by-Step Application Process
- Find a US host: a university department, research centre or think tank whose work matches yours. Email a potential faculty host with a one-page project summary.
- Ask for an invitation letter. The embassy says invitation letters help organisers make an informed decision.
- Write your 3–5 page project statement, connecting it clearly to one of the five priority themes and to US–Singapore benefits.
- Arrange two recommendation letters.
- Apply online at apply.iie.org/fvsp2027. In the Country Information section, select “Fulbright Visiting Scholars Program (Core)”.
- Submit by 30 November 2026.
- If shortlisted, you will be interviewed by the U.S. Embassy Singapore Review & Selection Committee in the week of 14 December 2026.
Practical tip: start the host search now. US faculty often take weeks to reply, especially around the November holidays. An application with a confirmed invitation letter is much stronger than one without, even though the letter isn’t strictly required.

🌟 Why Apply
For Singapore-based researchers, a Fulbright award brings prestige, a funded US affiliation and a lifelong network for just 3–4 months away from your job. Many faculty use it to begin collaborations that later lead to joint grants and publications.
